Cut two different sizes circles out of felt. Add the numbers. I embroidered mine-you can write or use iron on numbers too. Applique the circles to the page.
Make the arrows, one larger than the other. Add the grommets to the square end.
Find a button like this. It will allow the hands to spin around without breaking the thread.
